Witzenberg Municipality, headquartered in Ceres, serves Ceres, Tulbagh, Wolseley, Prince Alfred’s Hamlet and Op-die-Berg. Its Human Resource Section offers small study bursaries to local youth, one academic year at a time. The help is modest and, in the latest round, Witzenberg narrowed it to registration fees only, so treat it as a way to get through the registration desk rather than a full bursary.
Two calls in eight months, then silence
Witzenberg’s calls do not follow a fixed calendar. The municipality advertised “Full-Time Study Bursaries for 2025” on 13 June 2025 with a closing date of 25 June 2025, then posted “Study Bursaries for 2026” on 11 February 2026, closing before 12:00 on 17 February 2026. Both windows lasted under two weeks. Witzenberg has not announced a round for 2027. Check the News section of Witzenberg Municipality’s website regularly, because a call can close within days of going up.
How the 2026 round differed from 2025
The 2025 call covered registration, stationery and class fees, and limited funding to ten approved fields: trades and artisan skills, civil engineering, entrepreneurship, health and wellness, hotel management, agriculture, graphic design, networking and infrastructure, early childhood development, and social work. It was aimed especially at students already registered at FET or TVET colleges.
The 2026 call dropped the field list and offered “financial support with registration” at approved tertiary institutions, paying registration fees and nothing else. It also added a means test for the first time. Witzenberg also stressed that awards depend on the municipal funds available and that it may decide not to award bursaries at all.
Minimum requirements in Witzenberg’s latest notice
- South African citizen living in the Witzenberg area.
- Aged between 18 and 35.
- At least 60% in your final examination.
- Combined household income of no more than R15,000 a month.
Witzenberg gives preference to candidates from historically disadvantaged groups and to people with disabilities. The 2025 call also excluded anyone already holding another bursary.
Filling in the handwritten form
The Witzenberg external bursary application form (PDF) must be completed in your own handwriting, in print. It asks for your estimated registration fees, your institution and course, your last results, and two reference letters from teachers, community leaders or lecturers. A parent or guardian must also sign if you are under 21. Attach:
- Proof of registration at your current institution
- Proof of the registration fees
- Proof of household income, such as payslips for both parents or a single parent
- Your results, for example Grade 12 or college results
- A certified copy of your ID
Ceres drop-off, email or post
In 2026 the form was available at the municipality’s main offices in Ceres or by email on request. Applicants could hand-deliver the completed form to the Main Building at 50 Voortrekker Road, Ceres, email it to jobs@witzenberg.gov.za, or post it to the Human Resource Section, Private Bag X44, Ceres, 6835. Telephone enquiries went to (023) 316-1854. Witzenberg does not acknowledge applications or return copies, and only successful applicants hear back: no word within 30 days of the closing date means the application failed. Note that the 2025 round accepted only hand-delivered or posted applications, so read the next notice for the routes it allows.
Other help for Cape Winelands students
Because Witzenberg only covers registration, most students will need NSFAS or another bursary for tuition and living costs. Health and social care students can try the Western Cape Health and Wellness bursary, and those studying agriculture should look at the national agriculture department’s bursary. More public-sector schemes sit on the government bursaries hub.
